Costa Rica pensionado visa: requirements and steps
Residency for retirees with a lifetime pension of at least $1,000 a month: what counts, what to bring and how to apply.

Pensionado is the residency category for retirees and the route most American retirees use. It is temporary residency, granted for two years at a time, and it leads to permanent residency.
Who qualifies
You need a pension paid for life of at least $1,000 a month. Income that usually qualifies:
- US Social Security retirement or disability benefits.
- Government, military and teachers’ pensions.
- Private company pensions.
- Annuities that are guaranteed for life.
Income that doesn’t qualify as a pension: salary, rental income, and withdrawals from savings, an IRA or a 401(k) that you control. If your income is of that kind, look at rentista residency instead.
The usual reading is that the main applicant’s own pension has to reach $1,000. If you were planning to add two smaller pensions together, or a spouse’s to your own, ask an attorney first.
Who is covered
One application covers the pension holder, a spouse and dependent children. There is no extra income requirement for dependents.
Documents
- Proof of the pension: a letter from the paying institution stating that it is for life and the monthly amount. For Social Security this is the benefit verification letter.
- Birth certificate.
- Criminal background check (the FBI check for US residents).
- Marriage certificate, if a spouse is included.
- Passport copies, photos and fingerprints taken in Costa Rica.
US documents must be apostilled and then translated into Spanish, and must be recent when filed. The authentication of a Social Security letter has its own procedure, so follow your attorney’s instructions on that one.
How to apply
- Collect and apostille the documents before you travel.
- Enter Costa Rica as a tourist and file with the immigration department (DGME), normally through an attorney. Applying from inside the country adds a change-of-status fee.
- Give fingerprints in San José.
- Wait for the resolution. Several months to more than a year is common, and you can generally stay in Costa Rica meanwhile.
- On approval, register with the Caja, the public health system, and pay the first monthly contribution.
- Collect your resident card (DIMEX).

What you have to keep doing
- Keep receiving the pension, and be ready to show it at renewal. Ask your attorney what proof immigration currently wants, since the rules on showing that the money was brought into Costa Rica have changed over time.

- Renew before the card expires, about every two years.
- Check the presence rule. Pensionados are expected to spend some time in Costa Rica each year. The minimum has been short, but confirm it.
After three years
After three years as a temporary resident you can apply for permanent residency, which drops the pension proof and lets you work.
Tax and import benefits
Costa Rica taxes on a territorial basis, so a foreign pension is generally not taxed there. A 2021 law also gave new pensionados, rentistas and investors extra benefits, including duty-free import of household goods and vehicles. That law was written with a time limit for new applicants, so ask an attorney whether those benefits are open to you now.

Does Social Security count for pensionado residency?

No. The requirement is a guaranteed lifetime pension, not an age. People on a military, government, disability or early retirement pension can qualify if the income is for life.
